Shanghai Waigaoqiao Shipbuilding Co., Ltd. (SWS), Shanghai Jiangnan-Changxing Shipbuilding Co., Ltd. (SCS) and Shanghai Xin Ye Marine & Engineering Design Co., Ltd. have actively established the system for the technological innovation in accordance with technological innovation strategy of the enterprise since the early phase of the founding. The Technical Center of SWS is the core of the system. There are six administrative departments under the Technology Center, which are Technology Management Department, R & D Department, Design Department, Offshore Engineering Department, Information Management Department and Accuracy Control Department. Besides, it has Welding Laboratory and Physical and Chemical laboratory which has qualified as “National Laboratory” and “Laboratory of Science, Technology and Industry for National Defence”. The primary responsibility of Technical Center is to study and develop various new product, new technology, new process and new equipments, focusing on the medium-long-term development programming and combining with the production and operation, to establish and organize the implementation of  the technological innovation strategic，to promote the cooperation of production, study and research and the external cooperation and exchange, and to advance the admission and training of talents for technological innovation, as well as the construction of  both the  technological innovation system and its basic platform.

In February 2002, SWS was certified as a “Shanghai Enterprise Technology Center”. In March 2004, State Development and Reform Commission、Ministry of Finance、General Administration of Customs and State Taxation Administration jointly issued Notice (2004 No. 15 Document)  to confirm that SWS is approved as a “State Enterprise Technology Centre”.  Besides, the company was jointly identified as a "Shanghai High-tech Enterprise" by four ministries which include Shanghai Science and Technology Commission.

Shanghai Waigaoqiao Shipbuilding Co., Ltd., Shanghai Jiangnan-Changxing Shipbuilding Co., Ltd. and Shanghai Xin Ye Marine & Engineering Design Co., Ltd. own nearly 1,000 professional engineers and technicians in total, among which there are nearly 400 persons having the senior or middle professional titles. They formed four innovative teams which are for the research and development of Bulk Carrier & Oil Tanker, the research and development of Offshore Engineering, the construction of informationization, and the technological process and accuracy control.
